Its a collection quest. you need to collect an item on top of the mobile crane ladder w/e it is. It's near the ultra and the building.

I know the basics, go to the red mark and scan them to see if they're involved with the quest. Tried it, I'm stuck and hoping someone who's done this quest can help me out.
