For about an hour when I tried to open DBO a message with some chinese text then "DragonBall Online" followed by more chinese text. I knew there was a simply fix to fix that, but forgot. So I restarted my computer. Still had it. Then 20 mins later I tried randomly and got the launcher up. Now after I click start on the launcher it just shuts down the launcher and doesn't up anything. I am running as admin.

Hei brobro, try to repatch it like I did. I randomly repatched it and it worked for me after that update or whatever. Try and see if that works o_ o
