More like a cap on how much they can crit at most, period :)
I haven't directly tested it with neither, but I haven't ever seen SM's crit above 30k, or turtles crit above 60k. That will be tested soon!

i tested my own turtle and i can still crit above 60k lol with my grandchef buffs and my weapons are +7 scranchie
It's quite hard to explain in a super detailed way, but on the KR version of DBO they made a loft of how high the different classes out-put damage can ever reach. This is what I found out after different test scenarios:
I've seen certain cases of whom this involves, but only tested it with official facts on my SK for now. I wanted to test just how far one class' DPS could go with gradually improvements of Properties'n'Attributes aswell as Energy Crit Damage % and then discovered the sad damage-blockade on KR. I started with my standard PvE gear without any props nor energy% and only armed with my focus / hitrate +15 axe and +11 gloves. The general crit I could produce was from 8-9k in General, with a rare 10k crit in between now and then. After that I moved on to test out my crit damage items with a 33% +11 Crit damage glove and a 30% +12 crit damage axe, and the result was surprisingly low, with a general crit of merely 12k. From that point I got some friends to buff me with props, soul, crit rate and just the 15% energy crit buff from turtles (leaving behind the 24% energy crit Karma buff for now) -wen't all out with my own dragonbuffs aswell as kaioken to do the second last step in my maximum performance test-up. The result here wasn't really anything spectacular, as my highest crit was just below 16k every try. I got a Karma to buff me with the last ammo in the arsenal, had 24% more energy crit than before, and still couldn't crit more than 16k period. What this means is that there's a loft for certain classes, if not all, in which how much damage they can ever do. A real eye-opener if I may say so myself.
If you look at the math, the 100% crit damage I had along with 1.6k energy damage points and nearly 90 attribute states that an 8k crit should be around 16k (2x8), but what's most interresting is that even with 24% more crit damage I still couldn't get higher than those 16k (the blockade was really 15.999 to be exact). This, in opposition to TW states that there isn't any loft there, seing as some can crit 50-60k (which shouldn't be able to in the first place) -with same or even lower stats /props / buffs that I used.
I hope this makes sense, cause it was indeed really hard to write down :-)

crit dmg not capped, i can do over 52k dmg, with +10 lv 70 sword 31% + my own buff + ssj to mobs lv 66-69. 44k dmg with +12 lv 58 sword 23% + my own buff + ssj to mobs lv 66-69. all dmg i got without upgrading my 32% glove. cause, very useless upgrading glove, to improve 1 dmg skill with hand. i only using sub-weapon to attacking.
in rank i can do 8-9k non-crit & 13k crit, all without buffing. swordsman can get 110% properties, if they getting 13x2 earring, 7x2 cc ring, 10% necklace, 18 ultima prop + 30% prop debuff + 2% boss event title + 10% against attribute (ex : Funny win 10% with Strange) = 110%.

no.. turtle can do 18k-25k crit dmg (without buff) in rank. karma homing storm can do 20k dmg with buff + kaioken to mobs lv 66-69. fighters can do 3000 dmg per hit in rank (without buff).
