Kaioken go nerfed? Kinda. But if you get 100crit rate it's like 100% crit chance.
50 crit rate = 50%
100 crit rate = 100% to crit. That's what i heard.
Biggest community? If you mean foreign then ye if u mean all in one then no. Look (i captured a day or two ago):

Bull****, i said it before and i say it again, TW and kr and hk doesn't have the same server's powers, TW does have the biggest community and i saw it from my own eyes, i past few weeks on HK and it was freaking empty on every channels, the only online peoples that i see in lvling maps are bots, kokara west city etc were also almost empty, u have to remember that TW made freaking lot of money when we were more than 100,000(even more) players on it, so they increased channel's limits, thats also why they closed some channels after, just because there was enough power on the others...
On tw while leveling i allway see peoples, in HK i haven't saw any.
now plz can people stop posting this ****** channel bars omg tw got the biggest community
