I think when people think of cartoons they think of these little kid shows such as Dexter's Laboratory. Shows such as this normally don't have any real direction and are meant solely for entertainment. Japanese animation is seen as something for an older audience with all of the open sex references and excess violence. What im trying to say is that cartoons are normally depicted to stay the same while anime is most of the time supposed to portray growth or tell a changing story that isn't resolved immediately. When cartoons such as Avatar: The Last Airbender, Teen Titans, and Generator Rex came into the scene having the qualities that people loved from japanese animation but not originating in Japan, no one kne how to respond. This is where the shift began between cartoon and anime. The only things sepearating japanese animation and cartoons in general(not only Western) is the style of animation and the target audience. if you ask me they are all the same damn thing.

Anyway cartoons aren't really like anime. Cartoons are usually for kids while anime are usually for older people. I mean we have things like Naruto where as they have blood, cursing, action, death, etc. Whilst cartoons have: Some type of comedy.
Cartoons= Not as serious
Anime= Serious
A serious anime we all know of is you guessed it! DBZ. Kai on Nickelodeon cut out SOOO much.
There are rarely any cartoons that are as good as anime. I mean Teen Titans was good, but now with Teen Titans GO!..... (ﺧ益ﺨ)
Teen Titans: Action all the time, serious moments, etc
Teen Titans GO!: Comedy
Apparently all we have now for cartoons is comedy. Back in the good old days we had action & comedy and it was epic af.
