I believe that you mean Disastrous Blow decrease attackspeed and attackrange...
Well in my opinion, it is useless.
Couldn't find any use for it on pve (pvp maybe)

Arsk might be right about its usefulness in pve but I have watched a dw use it in a duel with a crane I guess they were testing bleed effects all i noticed is that the crane auto attack function forced movement forward into range when he used it when paired with confusion because it forces an auto attack and the range is shortened so the character will move in range to auto attack. But since both Confusion and Blow have so low durations I am not seeing it being too useful but it would be a nice combo to win a time out by using them both to skill lock and reduce damage then dragon's punishment for LP gain. I will test on the RP walruses to see if NPC/MOB attack range can infact be reduced when i hit 44.

i not use it, be cool to know about his skill against Bosses. Also about Dragon's Pledge which in max lvl 5/5 increase block rate by 2140. maybe someone can explain in easy way.

Block Rate is a hidden stat that is not represented any where else far as i know but it is directly responsible for procing passive Block (Blue Characters and damage reduction) unlike defense rate which still debated it seems.
Some notes about passive blocking below:
Blocking can proc on both NPC/MOB auto attack and special moves like knock downs if it is a hit and not a status effect. So RP army Blue capped bulls knockdown can be passive blocked and the knockdown effect does not proc do not be confused with knockdown resist where you slide it just never goes off. Also block can proc while you are knocked down and the get up animation. Caution both of these effects might be server delay as I was fighting six at a time to proc more often, that causes their attacks to screw up more testing needed. Passive Block disables LP% gain for that specific attack (Not generate 0 but no effect procs)
In All the duels and platform fights I have never seen passive block go off on an special attack but that isn't saying much because I haven't seen a knockdown resist slide in one either. I will test and get back to you.
