Because some ppl dont know how much it is at 5/5
I dont think anybody wants to waste SP just to know How Strong/weak it is

On 67 lvl Mobs i do 4-5k and 8-9 crit my gear isn't good

That is very strong.... Only problem is the cast time is too long as well as how many SP it takes to get to it and then max it...not worth it for a SK

For DW i dont think they need that skill either
If DW would use full crit GLoves/sub SBC is definetelly NO for DW ....not that much HR and the risk of missing target can cost you Life :D
