I have been struggling with this for the past 4hrs. But I think I got the solution. I tried to simple patch it but too much went wrong. After uninstalling it 3 different times and using simple patch I gave up. So I tried to just uninstall it. But I also deleted all of the files left that didn't get uninstalled. Go to where you have dbo downloaded(progrom files in your HDD is a good place to start) after uninstalling it. Then delete the DBO_CT_TW and then just reinstall it. After that open it with admin. Then let it do its thing. It should start with a 40MB download then go to a patch then it will download the 151MB then patch. Then the game should be runable!

EDIT:The english patch is still able to be used. Just after you do the guide and its running. Go and put the three files back in C:\Program Files (x86)\DBO_CT_TW\localize\TAIWAN\pack(readme.txt, patcher, and base.pak). Then run the launcher in admin mode and patch. If you have any problems with the patching see the readme.txt.

I'm still waiting for the launcher to patch the game so I don't know if the game will work D:, but for those with that kind of trouble, uninstall the game with control panel, then erase any data left in the installation folder, then erase the folder, restart the pc (important), then apply a tool that cleans the registry (Like CClean) and the do the install again, that should solve the problem.
