Then do this.
Open a command prompt in Windows (Either type in CMD in the "Search Programs or Files" box above start button when you click it; or go to Start/All Programs/Accessories and open "Command Prompt"
type in:
You will have to redownload the patches (yes, all of them); and do whatever debugging you had to do to get your game up (Like for me, I had to set it to run as administrator, and have it start up in my native resolution to get passed the "Game Initialize Failed" error).
It should start up in Traditional Chinese (Taiwanese :-P) then you can exit, repatch with the English Patch instructions. Then voila, you're in.
Worked for me when all else failed, and for another friend of mine receiving the error Before and after using the launcher.
NOTE: This fixes the launcher problem if you have patience to redownload all patches :)
