Thats the date of the patch release. I.e. (0419) is the 19th April 2013 patch which is 1.57.44.
Just update your client to 1.57.43 (0416) then run using the DBO.exe found in the DBO_CT_TW folder.

I'm trying to delete DBO and re-install, but here is the problem... I am trying to delete from the Program & Features tab. I go through the regular process of un-installing DBO. When I am one un-installing, DBO is still there! No matter how many times I try to un-install it stays there! Should I restore to previous date or wait till tomorrow?

I thought my launcher broke because when i hit start nothing would happen XD!
I've been re patching the game 7 times now and I just hear about this XD!
Can't wait till the servers come back up again!!!!
