Can Dragonballs be transferred between characters via bank and such?

Dragonballs are binded to your character, which means they cannot be traded, sent by mail, sold on the AH etc. They also cannot be stored in the bank, which means you must keep them in your inventory at all times.

Can u guys give me advice? I'm lvl 38, where can i best hunt those dragonballs?

does anyone else have bad luck with the drop rate of the dragonballs, i've killed over a dozen db mobs each day and had one drop...they are all my level or higher so i dont know what the hell but this is bogus...currently lvl 36 if i'm doing something wrong please do tell. thanks
