Click start - > computer -> C:/ -> Program files -> DBO_CT_TW -> localize -> TAIWAN -> pack. (-> Means next.)

After that scroll down until you see the lang0.pak file. Once you find it make sure it isn't set to read only. After that run that patcher as administrator and the english patch should work. If you don't have any of those folders or something of that sort, then you should reinstall the game.

But maybe he installed the file somewhere else?
