No, just level 10 to use. The character has to be new though.

Ok I'm confused, first it was said it ends the 7th, here says the 10th, on DBO quite a few people are saying the 13th or it's going to end at the end of the month. Way to break some brains. >_>

Doesn't that seem strange?
I thought the reason that they closed the mail and the auction house was because
they were mad that people were abusing the event (making multiple accounts, selling
the lvlup items, etc.) But if that was the case, they wouldn't extend it, right?

Yea it was closed for a possible server merge with server 1 :P

I would'nt be quite surprised since it seems they've also neglected the token event till now, which was supposed to have ended 3 weeks ago.

It's probably more along the lines for preparations of that potential Server merge. Whereas we had a similar incident back then in KR and also had our AH/Mail disabled.

*Correction : It has been confirmed that the merge will commence on the 13th. ( inb4massivedelay)
