Update
I now get this about 50% of the time when I start launcher:
Go into Program Files>DBO_CT_TW>Localize>Taiwan>Pack
From there remove your Base.Pak ,read me file, and the english patcher, don't delete just remove it from there( you will add it again later) Now open your client as admin and have it repatch after its done go and add those files back into the path I gave above then run the english patch as admin. Hopefully this works
