Okay I downloaded the .exe file from the main website through Orbital, but when I try to open it Windows freezes, I think it's because it's such a large file but I don't know, should I just leave it alone until it responds or is there another way to start the file without freezing? P.S. My system locale is set to Taiwan.

Maybe try redownloading it without through your web browser. And it might respond if you leave it alone for a while thats how a lot of my mmo downloads are.

or maybe try downloading utorrent:

then try the torrent download:

same thing happened to me so i tried the torrent and got it

Okay fixed, I just waited 30 min and it started up.

LOL, list your computer Specs bro. If it takes 30 minutes to load, I don't even want to know how bad the game will lag..
