Do you have a red X next to the quest on your quest list or quest log? If you do, then you need to cancel it and pick it up again. Sounds like you need to escort the turtle back to the little town.

You must guard a turtle NPC on his way to city, some wolfes and such will attack him, kill them and guard turtle on his way to city.
