I can't comprehend japanese but there is a summary of the movie on the dragonball wiki, even more so a lot of sites. (Google it xD)

But I think the pilaf gang gets wished back to be young again, like goku in gt kinda.

Thats pretty much it. paraphrasin. He said something like, it would be a waste controling the world, if his too young to enjoy it.
