Removing those files does solve the problem, however it also makes the TW version text in Korean. I always just end up reinstalling too...

I've never experienced that, but I'm guessing that it uses the Korean lang0.pak file in the "pack" folder if there isn't one in the "localize/TAIWAN/pack" folder.
If that's the case, then you can re-download the localized lang0.pak file by clicking on
this button in the launcher.
Alternatively, you might even be able to patch the lang0.pak file in the "pack" folder, as long as you make sure there's no lang0.pak file in the "localize/TAIWAN/pack" folder.
