Nope. I don't know why it's that color, last i've seen it, it was blank :P. These are just normal crafting material and you can actually buy a recipe that uses it. Nothing special. If you could create a tier 2 dragonball with it, it would be worth a HECK of a lot more. It's like 2k on KR server.
No it wouldnt cost more,because in TW you can buy DragonBalls with just 10-15kk each so no.
