The issues is that you don't have your computer set so that it can read the characters. I could help you fix the problem, but I need to know first what kind of computer you're using. (ex. WindowsVista/7 or whatever Mac uses) If you don't want to go through me, you could just Google how to change the language parameters on your operating system.
I'm not 100% sure this is the issue, but I'd say give it a shot. Try changing your region to the same region as the game you're playing it on. (China should work for Taiwan) This worked for me with Vista, but I'm not sure if it's applicable with Windows 7. Still, it's worth a try. You can find instructions for what to do here.
