Its a skill for plasmas that is good for PVE, especially for CC dungeon because it stops all types of stun debuffs. It is maxed because it has faster cooldown.
I see a lot of pvp build with Electrical Discarge maxed? why? what is it?
simple.. u wanna make 2 plasma chars + same gears + same upgrade, but different build (PvP (without Electrical Discarge) and CC build (with Electrical Discarge)).... ?
or 1 plasma, but can do over all in game contents..?
