One stone per character created. I don't understand why this needs to be repeated so many times.
Create a character. Within 24hrs you should get mailed the stone from a GM. Sometimes some characters don't get a stone. If you don't get a stone, delete the character and try again.
The event is still going on. You don't even need to log in with the character after you create them. Just create the character and check back later.
The level 33 item i purchase for a little over 200k cheap. I waited toll lv 20 when i got a good sense of what skills i wanted and didn't want. Then did one last reset before making the jump.
Also since i collected a ton of upgrade crystals that now had no need for sold them for a few mil and bought some nice rare lv 22 and 30 stuff with very high defenses.
The key i say was the skills. Not every skill is useful and since the last update some rengen skills got weakened and not worth having any more. So learning whats worth keeping and not helps out in the end. Since the skill guide needs an update on the changes. Save the points to master the more important stuff and learn the powerful stuff.
