That's a big installation bug. You have to uninstall all (Register files too after uninstall the program) clean on your installation dir, and then reinstall, all in Administrator mode, and to uninstall, do on safe mode and run register cleaner like ccleaner after uninstall game.
It's not your grafic card (if it works fine in other games).
Dragon Ball Online requires fog table emulation. Make sure it's enabled in the video card settings. You may or may not require a third party video settings tool such as RivaTuner dependent on what video card and driver version is installed.
I had a blue world too after downgrading from Nvidia Forceware 280.26 to 178.13. I enabled Fog Table Emulation in RivaTuner, rebooted and the infinite blue void was gone.
Fog Table Emulation is enabled by default from a fresh install of video drivers. Turning it off can very slightly increase performance in Direct3D applications. Chances are you and I disabled fog table emulation for obvious reasons. Unfortunately DBO requires this old-school feature.
