Try changing it back from TW local back to what it was originally set to, although I dont think changing that will make that much of a difference as it only has to do with what is seen in game. Sorry, I'm not sure whats wrong as I have offered the only advice I can give you. Usually running as adminsrator and allowing it through firewalls/antivirus protection solves peoples problems.
