Don't change your locale, just install the East language files (for symbols in Japanese, Korean, Chinese, etc). You'll need your original XP/Vista/7 install CD to do this.
I'm on my work computer which is running Ubuntu. When I get home to my Windows PC I will post clearer instructions and some screenshots.
EDIT: Here is a screen shot of the Regional and Language Options and the part where you must tick. You'll require your original Windows installation CD-ROM/DVD-ROM.
