It depends actually. Some people had to change their locale, some didn't. I for one, didn't have to. But it IS recommended too, so you can avoid installation errors.

Im trying to play the korean and everytime i open the launcher from the website it makes me patch of something and only takes like milasecond to and when i hit start it does nothing the launcher closes and nothing happens.
I have windows 7 ultimate 64 bit and no anti vius
