Ok i solved the problem by realy just start over again with windows. i reinstalled my windows 7 , redownloaded the torrent. run as administrator and everything works fine , i can login can play only need to install the english patch :D
so when i try to install and download i get the yellow dragonball for download files, then i try the setup run as administrator. i get 3 options install repair and delete i gues my chinese isnt good lol. i have chosen the install and i get an error , i try to repair it just shuts down like.
My question is i have also the kor version do i need to delete all file of dbo kor and tw that i have now and start over ? or this doesnt affect tw install?

Try Deleting everything and start fresh i'm confused about what you're trying to say. Don't download the KO version since they're shutting down. Here's the link to the TW download http://dbo.wasabii.com.tw/DB_Download/client.shtml

i have the ko cause i played 3y ago so then i bought an acc but i quited. but like u say i deleted everything of ct tw and reinstalled its patching right now :)
