Turtle rod imple can do more than 300+DMG/2sec. Isn't that helpful when mixing with sleep?

Here's the thing, I'd you are attacking someone with turtle rod impel and try to sleep afterwards, they are already attacking you. Turtles can't waste time with dots because of low dot dmg and because sp is much more useful in another attack. People go with turtle rod hurl because it's instant kd and very spam able. 100%sure it's this : http://www.dbocom.com/tools/skill-ca...1333104432500/ maxed spirit rod cuz rp + duration (turtles are even more op cuz they can permanent snare you with that op duration rod) then 2 sp left i guess it's either on dex passiv or in spirit ball, but from what i saw recently i'm pretty sure it's in dex passiv.
