So I read some OCs this morning, and thought id give it a whirl. This idea came to me today.

(had to put this in, the idea is adjusted from themes of a novel I have just now decided to write

--Story--
As a young boy, Mo-Ri attended the Shapeshifting Academy. Following that he joined an advanced education school, and of an afternoon attended a martial arts school, which he was never very good at. When he was 10, his father took him to the World Martial Arts tournament, the very same tournament that saw Majin Vegeta explode half of the arena.
Mo-Ri's father was killed by the blast. He knew he couldn't do anything to avenge his father, but Mo-Ri was a scholar, he shapeshifted into a bug, and attached himself to the back of Vegeta's shirt, and followed them. He witnessed the big fight between Vegeta and Goku, amazed by their capabilities.
Mo-Ri spent the next period of his life spying on these warriors, hidden in his bug form.
After years of spying, Mo-Ri came to the realisation he could never achieve such heights of skill, and had no place introducing himself or knowing them on a personal level. Through these years he learned that what Vegeta had done to his father was under evil influence, and held no grudges; he shaped his morals after Goku and Gohan, he had learned about the power of Ki although he could not control learn his own, and he learned of the DragonBalls. He accepted that he could not be such a warrior and was happy to end his spying ways and lead his own life.
As one last contribution to his childhood spirit, Mo-Ri spent a year writing a novel in which he created an alter-ego of who he wished he could be in a fictional fantasy story. His novel self was an elf named Nogata, who in this fictional world was trained in combat by a fictional Goku(still based on Mo-Ri's research of Goku), learned all his ways, and defended the Earth from evil invasion in a magical fantasy world the likes of LOTR etc.
Years passed and Mo-Ri grew old. He lived a peaceful life away in the country-side with a woman he had met and married. They had no children, only each other. One day Mo-Ri was sorting through his belongings and stumbled across his old novel. Inspired by the memory of his own writing, he took it upon himself to hunt down the DragonBalls. He returned with the last Dragonball to see his home had been hit by a minor flood. There was no severe damage, but his belongings were wet.
To save the memory of his Novel before its watery destruction, Mo-Ri used the DragonBalls to grant just one wish; to give real life to his created character, and so Nogata was created.
Nogata came into the world under the impression that Goku was his trainer, and his life story, that of the book, was all true. It took Mo-Ri some time to explain to Nogata where he came from, and who he was, and that Goku was probably no longer alive.
Nogata refused to believe such a story, and left Mo-Ri to go on his own mission to find Goku and find the truth. --where the story goes from this point is undetermined.
--Personality--
Nogata in the real world is as he was in the written novel by Mo-Ri: a strong elven martial artist. He has a strong sense of honour and earning the right to live. He is always happy to lend a helping hand to those in need. He believes that all actions should progress oneself as a being, so wastes little time with activities for fun and leisure, and instead spends his time expanding his mind and soul through study, research and meditation. He is honest and blunt, never sarcastic or a joker.
He will not engage in combat unless for an honourable reason, such as tournaments or in defence of himself or others. He is confident in every action he makes and has no room for regret. He is in touch with nature and has good relationships with animals but is a firm believer in ending a life, if necessary, for a greater good.
Nogata traditionally had a strong will, and still does for the most part, but his introduction to this new world, and the absence of Goku has given Nogata doubt. Although he refuses to believe he is just a fabricated character from a fictional novel, in the back of his mind he knows it is true. He still searches for Goku in the hope he will recognise him. With the knowledge of his origins his doubt has transferred into his own confidence, and has become susceptible to doubting in his own skill which jeopardises him in battle.
--Limitations--
He was given life by the dragon under a set of rules.
Although an elf, his body is flesh and bone like any human, and so is just as fragile, he does not have the eternal life of an elf, he will age like a human.
His life force is tied to the book owned by Mo-Ri, and such with his death the book will be destroyed, and vice versa(If the book is destroyed, he dies).
Given that his book was soaked in water when he was born, his energy is tied to water. When he wants to charge his ki (or his Ki depletes), it can only be rapidly charged when he is in contact with water, his regular replenishment is much, much slower.
Meaning he can recover from a battle after the fact (the way we recover from injury or fatigue), but during battle if he is too far beaten, he needs water to stand any chance of recovery. He always keeps a flask of water on his belt for this reason.
--Abilities--
Having come from a fictional world where he was trained by Goku, a world that was written by someone who had studied and was familiar with Goku, his magical birth via the dragon meant Nogata knows some of Goku's abilities:
Kamehameha Wave
Instant Transmission
Solar Flare
His personal attacks:
Finisher:
Elven Arrow (his ki energy takes the form of a bow, and he shoots an extremely powerful ki arrow at his enemy)
Others:
Ki Sword (his ki takes the form of a sword for up-close combat, not as strong as the arrow)
Aquafication (given his ties with water, he can control small bodies of water if they are nearby but cannot create it, think water bending)
--Inspiration--
My inspiration came from wanting a character that almost came from another world, in this case an elf, that somehow fit into this universe, and thanks to the dragonballs i had the idea of wishing a novel character to life.
I've tried to make him modestly powered with adequate weakness.
I didn't want him directly tied into the regular DBZ story, but wanted him close, hence the shapeshifting and spying.
If you throw the names together by inserting Nogata at the hyphen on Mo-Ri, you get Monogatari a japanese word meaning "fairytale" essentially.
So theoretically Nogata is a piece removed from Mo-Ri.
