i heard that ppls can buy cash now with out being full member, but when i try to buy cash...
i log in to my account - click on payment then paypal and after i click paypal it send me to the page where u write ur id number and phone number and else to become full member.. so how can i pay with out being a full member i got confused...please help..

You must be a full member to get it from the website. You can buy it from NGW buy just using paypal and a email.

ah and to be a full member u must have taiwan phone or it can work with other phones?

Full mamber, all you need is credit card number I think? Someone correct me if Im wrong.

You can become a full member using ANY number you wish. It doesn't have to be a credit card number or local phone number (maybe you're thinking of the Korean version?). I used my student number, and it worked fine.

I would include your local if there's room for it. Probably don't need the '+' though.
