I heard I was supposed to get one from a quest around level 35-40 but haven't run into it yet. I need to respec my character to maximize my class's attributes, so any help is very much appreciated

you get three of them when you reach level 34. All you have to do is open the blue gift box.

you can also get it if you do the login events that have been happening recently.More info at dbo wasabii tw.

Just login to dbo for 1 hr for a few weeks, you should get at least 10 brownies. ( Brown SP books )

They only reset 1 skill by 1 point but it's better than nothing.

If your level is 29 you can do skill reset at merchants and it's for zeni (realy cheap). If u are from 30 to 40 lvl you should create new char instead of lvling this. It doesn't take much time to lvl till 47. Then at lvl 47 you will start hating this game:D
