A : That version is outdated , we have moved on to version 2.1.1 and to get it :
Go to the top of the page , Look under your username , there should be 5 buttons , News , Forums , Skills , Tools and Chat , Click on tools and choose the last option " English patch " it has the updated patch
B : Even the Most Recent patch only Translates 8% of the game , not all of it , and it doesn't translate quests , Even the outdated Patch says in the Post

What this patch does NOT and can NEVER translate:
Skill names and effects
Item names and item stats
Monster or NPC names
Any quest text
Messages sent by other players in a different language
Anything else that isn't the UI that I may be forgetting
