If you follow the quests they should eventually force you to go where you need to be going. There's a tiny little hub for level 21 quests right around where you enter the zone for your race.
You gotta do the boss ones,also an easier way of finding quests: press T and then 2 it will show you nearby quests if you have inserted the quest chip where you can get from the scouter merchandise.
