Hey I am looking for a build to make better use of my AoE skills to become a DW meant for PvE. I wanted to know if this build was alright

Hmm Yeah it's pretty solid.
I'd get 1 point out of draconic curse and spend 3points somewhere else some ppl like to get it in KoK but i dont like KoK while tanking. (56)
the other 3 points will be put in Energy Siege That'll make (59).

But isn't Draconic curse a good AoE skill when maxed?

True, but using it on every mob.. meh i don't see you do that.
It's more for bosses, but that fully depends on your playstyle!
If you like it to be AoE, who am i to say you shouldn't pick it.

Oh alright that's what I am going for to be a good tank for situations like that. I'll defiantly still go for tha, besides I seen some points put on the namek arm thingy. I just took the point out of that and added it D. Curse. so it could be maxed. And I don't want KoK if it'll be a hassle when I am tanking, what if I added two of the three points into the Great Namek skills one point on each? And than I'll have one left over, the other two being for E. Seige.

Energy Siege must be maxed, it's your best AoE 4/4.
I will max Curse so I can kill mobs with AoE faster and max AoE provoke. To be honest, i don;t know why people don;t max it 0_O
