Getting an error when trying to run the install?

So i made myself a HK account using this guide: http://dbocom.com/forum/showthread.php?t=13314

i downloaded the official HK client from http://dbo.wasabii.com.hk/index.aspx, and ran the setup.exe which then results in a ***ing error:

control panel -> region and language -> administrative -> change system local. then restart ur pc.

u must choose the language first (at applocale). then choose the folder, where u put ur dbo setup.

non of these solutions are working. *** this **** aint worth the trouble. Thx anyways guys
