I downloaded Dbo and the English Patch and installed it correctly but when I go into start the game nothing is Translated.

It doesn't translate the game. Just the start menu/most of the options menu and some of the item stats. That's all that can be translated, the rest of the text is hosted server side, which can't be edited.
