Okay I know this is getting pretty repetitive, But it's not working for me. I've tried to run everything in Administration mode (Still does not work for me). I noticed that when I don't run it in administration mode, it is constantly patching.

I even tried to Install the patch while the game itself was patching, and for 10 minutes straight it kept patching everytime I patched the game myself. I have no idea about what that means. All I am asking is that there any other ways of doing this? please and thank you!
