Pure tank.
Maxed ranged skills for pulling, highest level provoke skills, and stun. 1 point into whirlwind, because its only used for a backup provoke. Dragons punishment is the sexiest skill for a tank... AOE with hp return, and no cast time.
Level 3 block, so that if needed, you can stay blocked permanently...

I think its safe to say that mobs will have a real hard time killing this ****er. as for pvp... He'll get rolled. Itll take ages to kill him, but he has piss poor damage output.
