Yeah, that is not normal. Try forfeiting the quest and accepting it again. Hopefully that would fix the problem. If not, try logging out and back in again.

Well, those were negative ammounts.. :P so IF the exp were given, you'd be lvled down.. :P

but in picture there is no negative sign for example like this ( - ) so why he will get negative exp / zeni xD

I have 6 quests that have a target but doesn't tell me where to go
is there a way to find out or do i have to just kill everything in sight and hope i get my mark?

Usually, these quests require you to do certain commands such as: create a party, or start a duel etc.
Or, these types of quests are either found in dungeons, so search in every dungeon around your level, or some of them might pop up in West city.
