The gm still can ban. The chinese people are still playing and if it is dead, they will merge the servers.

that may be true, i face a stuation like this before.

There was a simple bug to dupe a item in a game called RaiderZ almost was doing it. They first started banning people who had dupe item. But they did not ip ban so some people still came back. So if taiwan have same mindset :P they might do the same.
