ok i had this exac t problem and athough i done the following im honestly not sure HOW it worked but it did. (TW version fix)

All steps to be done under Admin

Step 1.
- download the earlier version (2.1)
- make sure the locilization pack has been modded
- unpatch the game using the 2.1 patcher
- patch using the 2.1
- test the game for functionality

Step 2.
- Download 2.1.1.
- copy and paste the new patch over the 2.1 version (overwrite)
- run 2.1.1 and Unpatch the game again
- patch using 2.1.1.
- test game for functionality

If this fails

Step 3.
- use the games launcher to re-patch source data
- follow step 1 & 2. again

if THAT fails

step 4.
- Move game file from program files
- run game launcher and follow step 1-3 again

if that fails...you are kinda left with only one option

step 5.
- uninstall game from program files
- reinstall game
- run step 1 & 2 again.

Step 6.
-If all else fails learn to read the local language because there aint a damn thing i can do for ya.

after update i keep getting an error massage stating my lang.pak is out of date ? any idea anyone

(DO NOT RUN THE SETUP AS ADMIN)
try re-installing it and running it as admin or re-install and run dbo.exe admin. REMEMBER: DELETE DBO AND ITS FOLDER THEN RE-INSTALL. Make sure u dont download the english patch until you can play. What I mean is if u are able to play the game download the english patch then, because having the eng patch before u test the game out can mess up ur game.
