Yeah, maxing deep strike is a necessity, as you'll want to get cyclone no matter what. Dragon strike however is an ability that takes just about as long as Hellzone grenade to fire off, costs more EP, has a shorter range, and a longer cooldown. That's the only reason I would switch from Dragon Strike to Hellzone (As even with only 1 point, hellzone is stronger)
