Well there is a detailed timeline of what heppends after Buu's death. So anything GT OR after didn't actual happen...

As for the woman in the sc, it could be a descendant if she is working for capsule corp.

If she didn't work for capsule corp then i would say no. Just because the hair colour means nothing since. Bulma's hair has been different depending on what media you seen it.

Being realist, and thinking realistically, It is very unlikely that she is a descendant of Bulma.
Why?

That character design is repeated for several other Capsule Corp NPCs. Could they also be related to Bulma? I doubt it. And wouldn't you think that the descendants to Capsule Corp aire would be..Maybe more of a noticeable unique NPC atleast?

I'm not saying it's impossible, I just see it as being unlikely. There are a LOT of casual NPCs that walk around towns like west city that look very similar to characters from the manga/anime.

Also Akira Toriyama designed the artwork for this game & GT - He is notoriously repetitive with his drawings so It's not surprising to see him use another character's design to create another (Like Pikkon and Piccolo & Giru and the pet robots in the game)

Actually, the only design he worked on was Super Saiya-jin 4. Other then that, Toriyama had absolutely nothing to do with GT. He announced that he was finished by the time he finished the last manga piece with Kid Buu. He complained about how it took time away from him and his family, thus is why the series ended at the end of Z. So to be clear.

Akira Toriyama had nothing to do with GT, he didn't even make a manga of it. Once we realize that it's futile to say the original creator had any involvement, the better. After all, you guys really think he'd make something so piss poor?

On topic: The eyes make me realize that she could not be a decendent of Bulma.

Woah - Super Saiyajin 4 was not designed by Akira Toriyama .. it was drawn by Katsuyoshi Nakatsuru whose artwork strongly resembles Akira Toriyama.

Akira actually over saw the production of the show considering it was based off his work. He drew Giru's design which is pretty obvious seeing as the robots in DBO resemble Giru whom were also drawn by Toriyama.

Also Dragon Ball GT wasn't as bad as people are making it seem; the idea was excellent it was just notoriously poorly portrayed. Akira says he actually enjoyed GT, he especially loved SSJ4 - which is probably one of the most popular transformation amongst fans
