The reason most people on server 2 say is empty is because when compared to server 2, server 1 is empty. Dbocom even has server 2 listed as the most active server for English players, which is the main reason server 1 barely see's new members.
Before you say this is unfair and that people should be able to decide for themselves, we are doing that by providing the information that server 2 is more active. If you want to play server 1 with a small group of friends that's fine. But please do not try and suggest that Tw server 1 has more active players then server 2, as it is a landslide in activity similar to the ps4 vs xbox one thread.
Also yes I have played server 1, I have a level 70 poko there.

Another false statement as the Chinese on both servers are equally low. As for hacker's, I have more reports for hacking on server 1 then server 2 most of which I was able to confirm. Now scammers is different. Server 2 may have more toxic players but it also has more kind players. Obviously the server with the most players is going to have more bad players then the server with less players. But like I said we also have more kind players then server 1. So like I said server 2 has more players then server 1.
