are u sure u placed ur eng patch in right directory?
maybe u need repatch ur game first and run english patch with administrator...

I put it in right. I even reinstalled the game. Reinstalled the english patch. Made the lang0.pak and lang.pak unchecked for read only. I have clicked run as admin to start english patch. English patch works and says success. Started up DBO and got to log in screen. It is still in Chinese.
