Is it important? that depends on your playing style...
But a good crafted item can be sold for a nice amount of zeni.

And spud is right, they seem to respawn with dragonball very often.

The only ones I see is useful items of LP, EP and stones upgrate

Dropped recipes isn't sold recipe....
They drop for gear (even legendaries) etc.

Building on the theme, why I can not learn this skill if I have lvl 10 crafting?

You're trying to learn foodcrafting while you already have learned the food crafting (general crafting) skill? - BTW this skill requires player level 10 not crafting level 10.
Which is pretty much what the error says aswell.

The bottom one (speciality) you can take one of the other 5.
Cloth Crafting, Tech armor Crafting, Weapon Crafting Accessory Crafting require player level 15, Sub-weapon Crafting requires player level 30.

On the crafting recipes (using Eternitron and Nuarda's patch) you see 'scouter: 15' or something similar, this is the crafting level required to learn said recipe.
Some recipes, the link was posted by someone else here on DBOCOM some time ago. It might give you an idea of what you can expect to drop from the crates if you'd be looking for recipes.
