where did you find the lv 15 human flight quest?

These maps are not showing up on my computer.

I have a quick question. I am level 15 and went through the fly quests with the guy with the afro and finished up until you do the dash with fly. I finished that quest but now I don't have fly at all! So my question is when are where do you legitimately get the fly skill to where you can fly at any time? Any help would be greatly appreciated :)
