When your downloads are limited, it usually is the middle of the day, or when everyone else in your area is on the internet.
So what they do is to lower your download speed in an attempt to discourage those who want to use it at that time, but this never happens because people need to be on.... so all people are left with is a slow connection.
Something similair happened to me, in which apparently I used the internet too much (playing CS:S) and they capped my internet! my ping went from 60-80ms up2 about 600ms+, was rediculous and lasted for weeks.

Do you know what happens? There is an organism called SGAE (Sociedad General de Autores y Editores/ General Society of Autors and Editors) who is formed by singers, directors, actors... from Spain.
Do you know we have to pay a thing called cannon? For example, in CDs and HDDs, you have to pay cannon because you "can use it to burn music in it", even if you do not.
There has been some trials because of this.
Now, SGAE is talking with the providers, and they are testing limiting downloads. There will be trials, because people pay for fast Internet conexions and they can't download higher than 15 Kb/s.
