Update: There is no mention of a level requirement to get the item. The only requirement seems to be that you created your character before October 1st and that you log in sometime between October 1st and October 7th (GMT+8). The item instantly increases your character from 10-32 to 33. This item, however, has not been given out to anyone yet and it's unsure when exactly it will be.

if you dont have a traditional chinese name it wont give you a level up reward they say its a system issue cough cough .....bull crap eliteist
