Doesn't work, when the tool says it did. Followed all the steps, such as converting the file to the proper format, does it need to be the exact file size? I try the game and the original music plays.

No, it doesn't. Make sure you're running the RTool as admin and that you're overwriting the right file.

No. But if you have the game open while you're modding something, you have to close the game entirely and open it again to see the changes.

No, you don't. If you're modding textures you just have to re-load the textures. If you're modding sound then re-load the sound. It literally takes 2 seconds to reload it in-game.

How do you "reload" it then?

Multiple ways. Anything that causes the item to be used will reload it. For example If you're wearing a dogi you modded, simply take it off and put it back on. You can also change channels or teleport.

Interesting. But how would this work for sounds? Keep in mind that I've only modded using the Resource Tool, and I'm pretty sure nothing I ever did made the sounds appear in the game (not even logging out/changing channels/teleporting), until I actually closed the whole application and started it back up.

I've personally only modded without the Resource Tool. The tool may make things easier but it does more "for you" which gives you a lack of control. However, As long as it successfully overwrites the file inside the .pak it should have the same outcome in game. I don't know why logging out especially didn't work for you. Anything that re-loads the sound should cause it to play the new sound unless the file is in use. As long as the file is over-written the game shouldn't even have the original sound to use anymore. I know if the sound is in-use the game takes a sound from somewhere else and play it in the area where the sound was supposed to be (which is some pretty amazing stuff. It makes it hard to actually track which pak is holding the right sound but it's still pretty neat) but anything that reloads it when the sound is actually there should cause it to play the sound. Like leaving the area, changing channels, teleporting, logging out or anything in that nature.

Then it's probably because of the Resource Tool. Since it also modifies the header pak file, enabling any file size to be used. The header is probably the one that can't update while in-game, which explains why that doesn't work (I assume).
Since there are no sound mods that didn't use the Resource Tool (thus, none that have the exact same file sizes as the original game sounds), everyone else will probably also have to close their game up update it. Although, I must say, it's deffinitely not a big deal.
